What is a DLC?? I have been playing a lot of Mega Dimension Neptunia and Omega Quintet, and I don/t have any idea what DLC is.

That stands for "Downloadable Content". It's extra stuff for games that you have to get through an online store. In the-2-games-that-you've-mentioned's case, it's on "Playstation Store". You just need an account, and some money. The money could be by gift card, or credit card.

Totally up to you what DLCs you get, but there's a decent amount of free ones so there's really no reason not to get those.  Some of them are endgame content like level cap increases and colosseum battles, and there's a couple free item packs (I know the ones for Omega Quintet make creating new outfits significantly easier).  The ones you have to buy are mostly costumes and equipment that's more powerful than any of the in-game stuff (though I personally never buy those), but for all the Neptunia titles there are also extra characters--MDN has Nitroplus, God Eater, Million Arthur, Nepgya, and Umio--the first 3 get you some bonus scenes, Nepgya and Umio just kind of silently get added to your battle party.

And no, you don't need to start a new game to use them, though you'll usually have to turn off the game before it'll activate (that's to prevent weird bugs that could freeze the game)
